I just had my car wrongfully towed. Check out these civil codes
V C Section 22953 Removal Prohibited
22953. (a) An owner or person in lawful possession of private property that is held open to the public, or a discernible portion thereof, for parking of vehicles at no fee, or an employee or agent thereof, shall not tow or remove, or cause the towing or removal, of a vehicle within one hour of the vehicle being parked.
(d) It is the intent of the Legislature in the adoption of subdivision (a) to avoid causing the unnecessary stranding of motorists and placing them in dangerous situations, when traffic citations and other civil remedies are available, thereby promoting the safety of the general public.
Note: This code does not apply to a residential area.
A tow truck can not just drive around, and tow your car. They must be notified by the owner of the private parking lot. See code below:
V C Section 22658 Removal From Private Property
(l) (1) (A) A towing company shall not remove or commence the removal of a vehicle from private property without first obtaining the written authorization from the property owner or lessee, including an association of a common interest development, or an employee or agent thereof, who shall be present at the time of removal and verify the alleged violation.

You cannot LEGALLY tow a car from a private parking lot, unless you have obtained authorization from the owner of the property. Your company NEEDS to understand it is illegal to tow a car from a private parking lot, unless the owner of the property has contacted the police or tow company. Also, a car may not be towed within less than an hour. EVEN if it is illegally parked! As long as it is not blocking an entrance, or exit of a parking lot, or 15 ft away from a fire hydrant, the car may not be towed within less than an hour. (See VC 22658) (Even if the owner of the parking lot has called the tow company.) This is done, to protect motorists from being stranded. It's plain and simple, and is stated above in the California Vehicle Codes. I encourage ANYONE who has been put in this situation to take Pepe's tow company to small claims. You will win! It is a simple easy case. It just takes a little effort to look up the California Vehicle Codes. But I have done that for you! :)

If they towed you FROM PRIVATE PROPERTY here are the laws that you can nail them with as listed in section 22658 and 22651 of the California Vehicle Code:
22651 shall accept a valid bank credit card or cash for payment of towing and storage by the registered owner, legal owner, or the owner’s agent claiming the vehicle. A credit card shall be in the name of the person presenting the card. “Credit card” means “credit card” as defined in subdivision (a) of Section 1747.02 of the Civil Code, except, for the purposes of this section, credit card does not include a credit card issued by a retail seller. A person operating or in charge of any storage facility who refuses to accept a valid bank credit card shall be liable to the ( ) owner of the vehicle or to the person who tendered the fees for four times the amount of the towing and storage charges, but not to exceed five hundred dollars ($500). In addition, persons operating or in charge of the storage facility shall have sufficient funds on the premises to accommodate and make change in a reasonable monetary transaction.
(i) (1) (A) A charge for towing or storage, or both, of a vehicle under this section is excessive if the charge exceeds the greater of the following:
(i) That which would have been charged for that towing or storage, or both, made at the request of a law enforcement agency under an agreement between a towing company and the law enforcement agency that exercises primary jurisdiction in the city in which is located the private property from which the vehicle was, or was attempted to be, removed, or if the private property is not located within a city, then the law enforcement agency that exercises primary jurisdiction in the county in which the private property is located.
and they MUST furnish the towing authorization form filled out by the private property owner/employee BEFORE they are paid per subparagraph " I " in section 22658. the complete laws are accessible through CA's DMV website search for "22658" in the vehicle code section, Goodluck! Maybe we can get a class action lawsuit if they ripped off enough people.
Poor customer service. I do not recommend this company at all. They don't care for customer, they only care about the money. Also, fat guys at their office have a poor customer services attention.
Don't cry and complain, sue them. I did, and won!. This company charges rates that exceed the maximum allowable amount listed in the statute they claim authorizes their right to impound your vehicle. Don't take is sitting down. There is a provision in the vehicle code section that allows you to sue them, in small claims court, for up to 4 times the tow charge. It is really easy, the court does not even charge if you are of low income. I will help anyone who has their car towed, simply gmail me at scoobysteven. I will walk you through the process and help you recover 4 times your tow bill. If they charge you $200, you can collect $800. It is as easy as 123. Don't be a victim!
Crooks. My car was towed by the company above. Since my car has a low profile front bumper, I knew that they wouldn't do anything to try to avoid damaging it. Since the driver who took my car, didn't even wash his hands to eat his meal at their office. I knew that he would be lazy, and didn't apply the dollys needed to ensure that my bumper wouldn't get damaged. Once I asked the manager to let me review the video, he said to show up on a couple of days later. Then in a phone call, the receptionist was lying about the where abouts of the manager, finally I told her the whole story, she finally put him on the phone. I told that him that I talked to the security guard and that he said that they didn't use any dollys. He refused to show me the video. I'm have forwarded my complaint to the Bureau, and do not recommend anyone to use these people. They are do not have any integrity and it shows at their office. It's filty....

Major SCAM ARTIST/CONS!!!!!!!!! Watch out were you park....literally!!. These people are major scam artist, they wait and watch for you to leave your car and BAM!! They pick it up in a blink of an eye. I parked at 8:25pm and was towed at 8:45pm, 20 minutes and my car was gone(that gap was probably the time it took for them to load up my car). Not only that they damage it in the process and they say they have camaras on there tow trucks to view how it was towed.....hhmm. Lets see if they will edit this so called tape they have of the tow in their favor. They have the worst customer service....getto location....rude....dont speak english...charge you for every little thing meaning an after hours fee of $50 bucks and yet their still open to tow cars, how funny is that!
SCAM ARTIST.
This place is in a scam with the security company. They tow your car although they know you are in the shopping center. Then charge you an extreme rate of $260.00 for 30 minutes and 2 miles down the road.
When you try and ask them to help reduce the rate, they act like they dont speak english. I thought if you own a buisness in the United States you need to speak english. Avoid this company. Bad customer service threw out.. These guys don't care about your car. They will scratch it they will trash it. And when you ask them what happened they say it was already their. Very bad experience. They should even be on the CTTP. BAD BAD BAD!!!!
