We hired Philco to do a full building renovation/conversion from a tired tilt-up industrial building to a drop dead gorgeous office building. We are extremely happy with the results. The owner of the company, though professional, does business the old fashion way, his word is his bond. He delivered our project under budget and ahead of schedule. We had no complaints from any subcontractors as all were paid as agreed. I read some of the reviews herein and was shocked as we had no such experience. I'd hire Philco in an instant. Our project was over $2.5 million in costs and we'd do it all over again without hesitation!

DOES NOT PAY. Welp...ole Schwalbe must be going out of business. His contractor's license is now suspended and his court docket is full. Do not trust this scam artist at all. Karma.

DOES NOT PAY SUBCONTRACTORS. PhilCo is notorious for not paying their subcontractors (we only found out about this after rushing out to do calls for them, were never paid, and given the run around by the office). If you look at other review sites you will see the same stories over and over again, PhilCo doesn't pay their subcontractors.

We ACTUALLY did get paid! However, this was only after reporting them to the State Licensing Board, and reporting them to their Bond Company. Both their State License and Bond were listed as pending before they sent payment.

If you run into the same problem.... REPORT, REPORT, REPORT and you will actually see your money within the year, and if all of the people that write on these online blogs and reviews reported them to the State Board and to their Bond Company (Listed on the State Board Website) they would lose their License permanently and would get what is coming to them :).

Glad that our company got paid for work that was completed, but COMPLETELY DISGUSTED WITH PHILCO, THEIR OFFICE, AND MOST OF ALL THEIR OWNER FOR THE COMPLETE AND UTTER UNPROFESSIONALISM ASSOCIATED WITH THEIR COMPANY.

Great Contractor. Philco is a great General Contractor to work with. The Philco staff really stands out; always doing their best to get the job done quickly and efficiently. The owner Phil is very busy but always makes time to show his customers they are a priority. I would highly reccommend Phico to anyone looking for a superior general contractor.

The Best T.I. Contractor and Man in Orange County. I worked for a commercial real estate developer for 4 years in Orange County and PhilCo Constrution was our GC for all of our TI work. I must say all the negative comments regarding PhilCo and Phil himself are all lies. I have never come accross a more honest, fair and generous man as Phil Schwalbe. He does exceptional work with minimal change orders. The "haters" are all the sub contractors that did S*%$ work and wanted to get paid for it. Please ignore the bashing of PhilCo and take it from someone who worked for years on a daily basis and did millions of dollars of development and TI work with PhilCo Construction.
